Youth Transportation Summit Attendees 2024
Help us spread the word about our upcoming Youth Transportation Summit!

We are excited to host our second ever Youth Transportation Summit on April 26, 2025, from 9AM to 4PM at the Vera Project! The free summit is open to youth ages 12-19 who live, work, study, or play in Seattle. The goal of the summit is to give youth an opportunity to provide ideas and insight into current Seattle Department of Transportation projects. These projects will help the City reach our Climate goals and make our transportation system more safe, welcoming, and community-centered. Youth will also learn about different areas of service at SDOT and how various transit agencies collaborate and work together with community stakeholders to create our robust transit system. TAP Updates

Have you heard about our Safety Research? 

In partnership with Vision Zero, the TAP team is leading a safety research initiative to better understand how housing-insecure individuals experience safety when accessing public transportation. This exploratory research project aims to bridge gaps in our understanding of this community, which faces heightened risks of violent crime and traffic fatalities in our region.  

Our research approach has been community-centered, driven by active collaboration with five community-based organizations that helped shape our quantitative and qualitative research strategies. In February 2025, we concluded our planning phase and are now transitioning into the implementation phase. In this next stage, we will partner with more community-based organizations to collect data through surveys, focus groups, and other qualitative methods. We are thrilled to continue working closely with local agencies and community organizations that support individuals facing housing insecurity to collect this data.

Welcome our new TAP staff member! 

The TAP team is excited to welcome Angel Cheung, MPH (she/her/hers), as our new Research & Partnership Coordinator. Angel will be the primary author for monthly TAP newsletters, along with support from the TAP team.  

Hi everyone! I am so thrilled to be rejoining the Transit Service & Strategy team, specifically supporting Transportation Access Programming “TAP” as a Partnership and Research Coordinator. In this role, I will primarily be working on Passenger Safety programming and efforts as funded by the Transportation Levy. I was a TAP team intern last year during my Master of Public Health - Epidemiology program at the University of Washington. I am excited to bring my experience in injury and violence prevention, community-based participatory research, and previous knowledge as a TAP team intern to improve transit rider safety and security in coordination with King County Metro, Sound Transit, and/or other transit agencies. Alongside working at SDOT, I am also a Clinical Instructor in the University of Washington Department of Health Services and Population Health teaching service-learning courses to undergraduate public health students. In my free time, I enjoy listening to music, watching tv shows and movies, reading, and hunting for delicious restaurants and matcha/coffee shops!

Partner Updates

*King County Metro resumes and introduces updates to fare inspection* 

King County Metro will be resuming fare inspection using a phased, updated approach [ https://links-1.govdelivery.com/CL0/https:%2F%2Fkingcountymetro.blog%2F2025%2F01%2F06%2Fking-county-metro-to-resume-fare-inspection-in-march-2025%2F/1/0100019495b01f73-21be2e63-e185-468a-b2e8-25918aa7d732-000000/9C4zn1JIB-Ps4KXMLni-bOg2nbF-lTCbU6gPO7W4p3k=389 ]. Phase 1, beginning March 31, 2025, Metro fare inspectors will ask riders for proof of fare payment. Friendly, verbal reminders will be given to riders who did not pay. Phase 2, beginning May 31, 2025, Metro fare inspectors will issue one-to-two written warnings to riders who did not pay. However, third and subsequent violations may result in fines or alternative resolution.  

 To prevent any inspection warnings, all riders must tap their ORCA card, including riders whose employers fully subsidize their transit trips. Metro encourages youth to tap their ORCA card, even though they can ride free. Youth who ride for free can present their Youth ORCA card. If they don’t have a Youth ORCA card, they’ll receive information on how to get one. Youth ride for free and will never receive a fine.  

Neighborhood Pop-Up is relaunching – Book an event for your community! 

King County Metro’s Neighborhood Pop-Up (NPU) program has relaunched! The NPU program provides educational opportunities to teach new riders how to use regional public transit. NPU is unique in that it is the only regional transit partner able to travel throughout the county to host events in various communities. At these events, NPU offers personalized customer service for ORCA cards where customers can access in-person services without needing to travel to Downtown Seattle.  

NPU hosts events throughout the county where Metro teams are available to assist with:  


* Issuing new Adult ORCA Cards   

* Issuing new Youth ORCA Cards   

* Issuing new Senior and Disabled Regional Reduced Fare Permits (RRFPs)   

* Replacing lost or damaged cards   

* Adding fare products and value to any existing ORCA card   

* Providing guidance on how to use an ORCA card effectively
