Bellevue is rapidly maturing into an inspiring, innovative, and inclusive city that welcomes people from around the world. A top priority of Bellevue’s growth strategy is providing a broad spectrum of affordable living opportunities for people throughout their lives and their changing needs, including those experiencing or facing homelessness. The City has expanded its affordable housing work in recent years, including establishing the HB 1590 Housing Stability Program.  
 
The Housing Stability Program responds to the increasing need for affordable housing, behavioral health, and housing-related services within the City of Bellevue. The Housing Stability Program is funded through the collection of a 0.1 percent sales and use tax for housing and related services under Revised Code of Washington (RCW) 82.14.530, which began on January 1, 2021 and collected just over $9.7 million in 2021 and is estimated to collect $10.3 million in 2022. The Housing Stability Program supports the production, preservation, and ongoing operation and maintenance of affordable housing and behavioral health and housing related services. 
 
The Community Development Department plays a key role in implementing the Housing Stability Program. The department’s vision is to secure Bellevue’s future as a livable, inspiring, vibrant, and equitable community. This position supports successful coordination and ongoing implementation of the Housing Stability Program while working closely with Human Services staff and A Regional Coalition for Housing (ARCH).
