Winter 2024





New Permit Center hours at City Hall





The Development Services Department [ https://bellevuewa.gov/city-government/departments/development?utm_medium=email&utm_source=govdelivery ] is always striving to enhance our services and ensure that the customer experience is convenient and consistent. Starting on Feb. 5, the city will be implementing new hours in our Permit Center. *Updated Permit Center hours: *
Monday - Thursday: 10 a.m. - 3 p.m. 

"The Permit Center will be open on Friday from 10 a.m. - 3 p.m., although customers visiting City Hall may be served remotely by permitting staff." 

*Virtual Permit Center Hours: *

Monday - Friday: 8 a.m. - 4 p.m.

Virtual Permit Center

Development Services offers Virtual Permit Center appointments for members of the community. Customers can schedule time to speak one-on-one with staff, ask general permitting questions and receive convenient assistance prior to submitting permit applications. Clean buildings incentive program

The City of Bellevue [ https://bellevuewa.gov/city-government/departments/community-development/environmental-stewardship/buildings-energy/clean-buildings-incentive-program?utm_medium=email&utm_source=govdelivery ] is helping large buildings (over 20,000 square feet) to reduce energy use, save on costs and comply with the Washington Clean Buildings Standards [ https://www.commerce.wa.gov/growing-the-economy/energy/buildings/clean-buildings-standards/?utm_medium=email&utm_source=govdelivery ]. Free building services include energy benchmarking, scoping assessments, incentive navigation and compliance reporting support - an estimated $18,000 value. Bellevue Development Committee

In September, Development Services launched the Bellevue Development Committee [ https://bellevuewa.gov/development-activity/bellevue-development-committee?utm_medium=email&utm_source=govdelivery ] (BDC) to foster stronger connections between the Development Services Department and the development community. The BDC offers an inclusive forum for comprehensive partner input and provides an opportunity for the city and developers to identify challenges and solutions in partnership. Upgrade to Bellevue Map Viewer

The City of Bellevue launched an update to the Bellevue Map Viewer - our interactive map platform. Members of the community can access more development and construction information. To explore the permit data layer, access Bellevue Map Viewer on the main Maps and GIS page [ https://bellevuewa.gov/city-government/departments/ITD/maps-gis?utm_medium=email&utm_source=govdelivery ], select the "Permits" layer and zoom in.







Nuisance code updated to include graffiti

Bellevue is committed to the prevention of graffiti and its removal. In response to an increase in reported graffiti over the last few years, the Bellevue City Council amended the city code to add graffiti as a public nuisance. The ordinance is part of the city's "Keep Bellevue Beautiful" initiative launched in 2023. New policy: Reestablishing building permits

Development Services has finalized a policy outlining a process for reestablishing building permits prior to a building and fire code update. The policy reduces administrative barriers, calibrates required fees based on the scope of the re-application process and allows a new application to be vested to the building and fire codes in effect at the time of the application. CODE AMENDMENTS

Noise code updates for sleeping areas and construction noise

The city has initiated work on updates to the noise code relating to sleeping areas and construction noise. The Bellevue City Code Amendment (BCCA) will update the exempt hours for construction noise, clarify the current construction noise exemption, create a public notice process and modify the average allowed decibel levels for sleeping areas. Fees updated for 2024

The Development Services Department completes an annual cost of service study to inform decisions around fees and rates. During the recent cold snap that brought freezing temperatures to the region, many members of our community experienced freezing pipes.
