Hello PAAC members. I am sending out this notification to make the PAAC aware of a modification to the upcoming meeting. Unfortunately, due to a scheduling issue and my personal absence from SDOT the week of December 2, I will not be able to attend and will need to cancel the upcoming PAAC meeting. I did want to provide some updates based on the agenda that was sent out earlier this month.

ADA Curb Ramp Program

To date, in 2024 SDOT has constructed or permitted, and approved the inspection of 1,663 curb ramps. This includes 154 curb ramps requested through our customer service request process.  





Tactile Walking Surface Indicator (TWSI) Pilot Update

The pilot trapezoid tactile treatment called a tactile warning delineator (TWD), was installed along the sidewalk and bike lane on the west side of Brooklyn Ave NE, adjacent to the University District Sound Transit Light Rail station. This treatment has been combined with a four-bar tactile directional indicator (TDI) leading to the existing Accessible Pedestrian Signal (APS) pushbutton for the southern east-west crossing Brooklyn Ave NE, as well as another installation of 4-bar TDIs adjacent to the accessible passenger load zone. So far, SDOT has conducted 4 pilot tests with participants including folks with vision disabilities including white cane users, as well as those who use mobility devices. Our goal is to get feedback from at least twenty compensated participants from the disability community as well as gaining additional feedback from others, including cyclists who will be encountering these tactile treatments at future bike facilities.  

Key themes in participants’ responses include: 


* The TWD is easily identifiable under the cane tip or under feet and can assist white cane users from crossing into non-pedestrian areas, as long as the participant has previous knowledge of what the TWD is. 

* The TWD was the preferred treatment over the tactile directional indicator (TDI) when travelling alongside. 

* Blue and federal yellow had the highest color contrast, and white and grey were generally reported as not providing enough color contrast. 

* Drawbacks of the MMA material include having a smooth surface (additional tactile elements would aid in identification), having a similar sound as the surrounding ground (compared to the plastic echo of the surface mount or cast in place), and potentially a shorter lifespan (compared to cast in place or surface mount)

SDOT ADA Transition Plan Update

The ADA Program will be kicking off an effort to update SDOT’s ADA Transition Plan. While there have been numerous internal meetings in preparation of this effort, a big part of this effort is feedback from the disability community, especially this committee. In the first quarter of 2025, SDOT will be distributing a new survey to the PAAC and various disability organizations in Seattle and the region to gain feedback on priorities for our ADA Transition Plan update. The results of this survey will assist SDOT with the direction and contents of the updated ADA Transition Plan, as well as coordination and collaboration with other SDOT guiding documents and associated programs, such as the new Seattle Transportation Plan (STP) as well as the recently approved transportation levy. Shared Mobility Program Update

More parking corrals have been implemented 


* Implemented 15 corrals so far this year, with 16 still in the queue to be completed 

Additional corrals coming 


* Submitted an additional 71 corrals to be implemented next year 

* Approved for consultant contract to support additional implementation  

* Continuing to push for more corrals in advance of the FIFA World Cup in 2026, to combine corrals with more technology to require parking within corrals 

Bike and scoot to transit campaign 


* Promoted biking and scooting to transit in a new pilot this year, building on what we shared last year. 

* We expanded the number of stations and offered incentives – free transit tickets via an app – only when parking in approved, marked areas. 

Lime Gliders 


* Lime chose Seattle to pilot their new seated scooter option, the Glider. This has shown to be a more accessible for users who may not be comfortable using standing scooters or bikes 

* SDOT continues to incentivize vendors to offer these options and looks forward to Gliders being made available on an on-going basis 

Continued to ramp up enforcement 


* Issued more citations for obstructions through Q3 2024 than in any prior year 

* Conducted a representative sample audit in the summer to compare overall rate of obstructions. Compared to the sample in fall 2023, obstructions declined from 13% to 11%. We still have room to improve and plan to conduct another sample before the end of the year.
