The RapidRide J Line project will bring significant improvements to the University District, Eastlake, South Lake Union, and Belltown. These enhancements will make it easier to commute, attend classes at the University of Washington, access medical care, or visit local businesses by creating a more efficient and convenient travel experience across these key areas of the city.  

Our focus is on modernizing and maintaining reliable transit connections for Seattle’s growing communities. Upgrades will include improvements to roads, sidewalks, curb ramps, lighting, drainage, and traffic signals. Additionally, we will install protected bike lanes and replace the water main on Eastlake Ave E. These enhancements are essential for supporting local businesses, improving access to housing, and fostering vibrant, connected communities.

University District Electrical Work

We are completing our work on the water main this week on NE 43rd St, located between Roosevelt Way NE and 12th Ave NE! However, we still have some work in the University District before the road can be restored.  

We are installing new electrical conduits beneath NE 42nd St, NE 43rd St, 11th Ave NE, 12th Ave NE, and Roosevelt Way NE. Once underground work is complete, you will notice crews using asphalt to pave patches of the road. This temporary pavement will be replaced with concrete later this spring. Thank you for your understanding and patience as we work on these improvements! 

Nighttime Water Outage and Work on Eastlake Ave E

Last week, Seattle Public Utilities (SPU) crews began working on the water main between Fuhrman Ave E and E Allison St. This work required a temporary water outage to test the water main valves and ensure that the project could proceed. While the test was successful, it showed us that to effectively close off the water during our work we need to increase the area that will experience water outages.  

The next water outage is on Sunday, March 23, from 8:30 PM until Monday morning at 6 AM. During this time, we will switch the water supply from the current water main to a temporary supply which will keep the water flowing for residents and businesses during construction. We've included a map above to showing the affected properties in red. 

We will complete the most impactful work before 10 PM. Construction vehicles will be on-site throughout this process, so some noise is expected as we carry out the work. Thank you for your understanding!

When managing a project of this size, we collaborate with SPU to inform properties affected by major water shutoffs. These notifications are sent before the work and include specific time frames. However, we may need to contact you immediately for smaller shutoffs, connections, or emergencies. Please email RapidRide@seattle.gov with the best contact person for your property, along with their contact information. This way, we can ensure you’re informed promptly. As part of the water main construction on Eastlake Ave E, we will need to close southbound Harvard Ave E between Franklin Ave E and Eastlake Ave E as soon as March 31. The northbound lane of Harvard Ave E will remain open. Local access to driveways and residential buildings will still be available during this time.   

We will continue to detour northbound traffic on Eastlake Ave E. At least one lane will remain open for southbound traffic, and flaggers will safely guide vehicles around the construction. This closure will help our team access the utilities beneath the road and will be in place through April.

With spring approaching, the project team has partnered with local event coordinators to keep our annual events thriving in the University District, Eastlake, and South Lake Union neighborhoods!  

Starting the week of March 31, our crews will shift to nighttime work between Fuhrman Ave E and Harvard Ave E. This switch will help us accommodate increased traffic for the University District’s Annual Cherry Blossom Festival [ https://udistrictseattle.com/cherryblossomfestival?utm_medium=email&utm_source=govdelivery ], where thousands will gather to celebrate the cherry blossoms at the University of Washington Quad.  

We’re also looking forward to Seattle’s Tenacious 10 Run [ https://www.tenaciousten.com/?utm_medium=email&utm_source=govdelivery ] happening on April 5! This 10k/10-mile run kicks off at Gas Works Park and takes runners around Lake Union. We’ve teamed up with the event organizers to guide runners down Fairview Ave E. You may see traffic officers directing participants around the construction zone. Please be sure to avoid construction areas and follow all traffic directions. Enjoy the race and festivities!

Sequoia Teen Counseling Center empowers teens, young adults, and caregivers through evidence-based, collaborative care. They aim to affirm each client’s unique experiences, identities and neurotypes through flexible and creative approaches in treatment. Sequoia strives to support communities that have been traditionally underserved in mental health care, with their clinicians specializing in supporting BIPOC, LGBTQ+, and neurodivergent young people. 

Sequoia operates out of their office in Eastlake as well as offering telehealth options throughout Washington State. They also offer groups such as their upcoming Sequoia Social: A Group for Neurodivergent Teens.
