Learn more about middle housing updates: Join us for an info session
With the adoption of the Comprehensive Plan, the City of Bellevue has started work on updating city codes to accommodate and encourage middle housing in the city. What is middle housing? It is a term that refers to the range of housing types that fall between single family and midrise scale multifamily buildings, both in the structure type and the number of units per structure. This includes duplexes, triplexes, fourplexes, fiveplexes, and sixplexes, as well as cottages, courtyard buildings, and townhomes. This work builds on the extensive public outreach conducted during the Comprehensive Plan update process on middle housing and advances many of the city's housing and land use goals and policies.
The community is invited to attend public information sessions on Dec. 5 and 9. Permit streamlining measures approved by City Council
On Nov. 26, the Bellevue City Council held a public hearing on proposed land use code amendments that align city regulations with the requirements of Senate Bill (SB) 5290, which was signed into law in 2023. The code amendments incorporate changes to codify permit timelines, clarify application requirements, and streamline processes to improve efficiency for development permits. Specific updates include simplifying requirements for certain types of projects and enhancing rules for determining application completeness. Housing Opportunities in Mixed-Use Areas LUCA
The Housing Opportunities in Mixed-Use Areas (HOMA) land use code amendment aims to promote housing development by allowing higher density, increasing building heights, addressing barriers to housing production, and establishing affordable housing programs—either mandatory or voluntary—in various mixed-use areas of the city. Wilburton Transit Oriented Development planning
In July, the city council adopted changes to the city's Comprehensive Plan's Volume 2 Wilburton/N.E. 8th Street Subarea Plan with new Wilburton Transit Oriented Development area policies and map changes. Staff continue to develop land use code amendments (LUCA) that implement those adopted policy and map changes, as well as incorporate public, internal and Planning Commission feedback. Prepare your home for winter weather

Preparing a home for winter weather is essential for safety, comfort and to avoid costly repairs. Some suggested steps are to inspect and seal windows and doors, inspect roofs, check heating systems, clear gutters and downspouts, insulate pipes and plumbing, test smoke are carbon monoxide detectors and check attic insulation.

Qualified professionals are available to perform these duties and more to ensure winter readiness.
Sustainable Bellevue environmental stewardship plan update

To further its commitment to sustainability, the City of Bellevue has kicked off the year-long process of updating its five-year "Sustainable Bellevue" environmental stewardship plan. Guiding the city's progress on environmental initiatives, the plan helps ensure future efforts remain on pace to meet Bellevue's sustainability goals, including a 95% reduction in greenhouse gas emissions by 2050.

Customer Experience: Your opinions matter to us
In 2024, your feedback helped us make significant strides in improving Development Services. We received 642 permit survey responses and 128 "kudos" for our staff, reflecting their professionalism and dedication to serving the community. With input gathered from eight feedback sources and discussions at 12 Bellevue Development Committee (BDC) meetings, we identified key areas for growth.
This year, we refined our survey scales to reduce bias, added tracking for customer suggestions, expanded survey translations, and introduced a "Business Owner/Tenant" option to better understand permitting challenges faced by the business community. These updates help to ensure we are addressing the needs of our customers effectively.
As a department, Development Services is proud that 83% of customers report satisfaction, 87% found our responses timely, and 88% recognized our staff's professionalism. Thank you for your continued feedback and partnership as we work to serve you better.
