Interim HB 1110 Compliance Legislation Released 

Over the next few weeks, City Council will take up interim legislation to comply with HB 1110 by the state’s June 30 deadline. Interim legislation is required given pending appeals on the Final Environmental Impact Statement. Council intends to adopt the interim regulations by late May to meet the state’s deadline. The interim regulations would then be in place until permanent legislation can be adopted. The proposed interim legislation would be more limited in scope than the legislation proposed in October 2024. Specifically, the interim legislation would only modify standards that are addressed in the state’s Model Ordinance for HB 1110 compliance or that are otherwise required to be updated to comply with state law. Where the state’s Model Ordinance and the proposed permanent legislation released in October 2024 are generally similar, the legislation would implement the specific standards proposed in the draft permanent legislation.
