*About the role*
The Budget and Contracts Manager leads a unit responsible for development, coordination, and oversight of a $391.8 million biennial operating budget (2023-2024) and a $984 million six-year CIP, a procurement & contracts unit responsible to ensure effective, efficient, and timely support to agency procurement and contract administration, and a capital finance team responsible for ensuring WTD maximizes opportunities to match projects to subsidized grant and loan opportunities and optimizes the bond portfolio.
You will serve in a key Finance & Administration leadership role that reports to the Finance Section Manager and collaborates with Finance unit managers and supervisors to ensure the suite of Finance services are provided with unified and coordinated excellence. You will help lead a Finance & Administration section that provides services that include budget development & oversight, capital finance, procurement & contracts administration, technology services, central service administration (i.e. Division Fleet management), accounting, audit & compliance, rates & financial planning, payroll, and billing & accounts receivable.
This role will provide leadership and guidance across unit functions, though will work most closely with the capital budget team, applying hands on leadership and strong subject matter expertise to serve the complex capital budget needs of a rapidly growing capital delivery organization. The successful candidate will have depth of expertise in capital budget and project prioritization for a large infrastructure delivery organization, preferably in the wastewater industry, and a strong commitment to building relationships with internal clients. This position will have direct reporting supervisors for the Operating Budget team, the Procurement & Contracts team, the Capital Finance team, and two capital budget staff direct reports.
This is an opportunity to serve the people that live, work, and play in King County by leading the Budget and Contracts Unit for one of the largest wastewater utilities on the west coast. You will lead the way through active engagement with staff to foster an anti-racist, pro-equity workplace where everyone can thrive, and work with Finance leadership and Division partners to ensure services are equitably provided to the residents of King County. You will foster relationships, collaboration, and teamwork across units and the division, so the division functions as “One King County.”
