Our RapidRide J Line project will make it easier and more convenient for you to get around the University District, Eastlake, South Lake Union, and Belltown. Whether you’re commuting to work, heading to class at the University of Washington, visiting the doctor, or shopping at local businesses, these upgrades will help you travel faster and more reliably.
As part of the project, we’ll upgrade streets, sidewalks, pedestrian ramps, streetlights, and traffic signals. We’ll also add protected bike lanes and replace the water main on Eastlake Ave E. These upgrades will support our local businesses, make it easier for you to get to housing, and help create safer, more connected neighborhoods for everyone.

* Online Drop-In Sessions
University District Construction
*NE 43rd St and NE 42nd St closure *
We are working on NE 43rd St and NE 42nd St. For the next six weeks, NE 43rd St between 11th Ave NE and 12th Ave NE will remain closed for paving. Starting July 11, we will pave the section of NE 43rd St in front of the alley entrances between 11th Ave NE and 12th Ave NE. Residents and businesses can still access the alleys via NE 42nd St and NE 45th St. We will reopen the alleys on Monday, July 14, before our usual work hours to allow Seattle Public Utilities (SPU) to complete trash pickup.
Partial road closure on NE 42nd St.
"Partial road closure on NE 42nd St. "
A part of NE 42nd St remains closed between 11th Ave NE and Roosevelt Way NE until July 10 for paving work. During the week of July 7, crews will install concrete panels on the northwest corner of NE 42nd St and 11th Ave NE. Traffic is detoured around the work zone, but sidewalks stay open for pedestrians and cyclists. Driveway and alley access remain open from Roosevelt Way NE. This option is also available for UW Medical Center Roosevelt Clinic patient drop-offs. You can expect noise, dust, and vibrations throughout the construction.
*Temporary lights between NE 43rd St and NE Campus Pkwy*
Near the end of July, crews will begin installing temporary lighting in different locations throughout the University District. These lights will brighten work areas for our crews and provide nearby residents and businesses with nighttime illumination until the new lighting systems are in place. You may encounter short-term sidewalk and lane closures as we complete this work.
Eastlake Construction
*Paving on Eastlake Ave E between Fuhrman Ave E and Harvard Ave E *
Crews pour new pavement on Eastlake Ave E.
"Crews pour new pavement on Eastlake Ave E. "
We are wrapping up paving on the east side of Eastlake Ave E, between Fuhrman Ave E and Harvard Ave E, and driveways are back open for businesses. There will continue to be one lane of traffic in each direction as we complete our work.
New pavement on the east side of Eastlake Ave E.
"New pavement on the east side of Eastlake Ave E. "
*Starting July 7, we will begin paving the west side of Eastlake Ave E between Fuhrman Ave E and Harvard Ave E.* Traffic will be shifted onto the new pavement, and the left turn from northbound Eastlake to Fuhrman will remain restricted. This process will take several weeks and involves heavy machinery and demolition, so *expect loud noise*. Businesses and residents will have access to their driveways, but there may be brief closures while we cross over these areas. We will contact affected buildings before closures.
*E Allison St closed between Eastlake Ave E and Harvard Ave E*
Closure on E Allison St between Eastlake Ave E and Harvard Ave E. Paving on west side of Eastlake Ave E.
"Closure on E Allison St between Eastlake Ave E and Harvard Ave E. Paving on west side of Eastlake Ave E. "
We are installing a new water main on E Allison St between Eastlake Ave E and Harvard Ave E, which will be closed for the next six weeks. During this time, vehicles cannot turn right from northbound Eastlake Ave E to southbound Harvard Ave E or left from northbound Harvard Ave E to southbound Eastlake Ave E.
To reach Eastlake Ave E, northbound drivers should continue past the closure and detour using NE 41st St. Local access to driveways and alleyways on E Allison St will be available from Harvard Ave E. However, some areas may be temporarily blocked. Affected properties will be notified of any closures.
*Nighttime water outage on Eastlake Ave E between Fuhrman Ave E and E Allison St*
The properties highlighted in yellow will experience a water outage during the night on Thursday, July 10.
"The properties highlighted in yellow will experience a water outage during the night on Thursday, July 10. "
Over the next few weeks, we will remove sections of the existing water main on E Allison St to install a new one. Residents and businesses in the area should expect a water outage for one night on *Thursday, July 10, from 7:30 PM to 4:30 AM on July 11*. The properties affected are marked in yellow on the map above. During this time, there will be noise from saws cutting the current water main.

*Eastlake Ave E water main installation between E Howe St and E Boston St*
We will start installing the new water main under Eastlake Ave E between E Howe St and E Boston St as early as next week. This process will take several months as crews demolish concrete, trench, install a temporary water system, remove the old water main, and install the new one on the east side of Eastlake Ave E. During this work, you should expect noise, dust, vibrations, lane closures, and water outages. We will notify residents and nearby businesses about impacts to driveway access and upcoming water outages.
*Electrical installation at E Galer St and E Garfield St*
Over the next two weeks, we will continue electrical installation at the intersections of Eastlake Ave E with E Galer St and E Garfield St. Please expect dust, noise, and vibrations as we access electrical lines beneath the road. Traffic will be shifted around the work zones.
South Lake Union Construction
*Nighttime electrical work at Fairview Ave N and Harrison St *
Work area at Harrison St and Fairview Ave N.
"Work area at Harrison St and Fairview Ave N. "
We are installing electrical lines at the Fairview Ave N and Harrison St intersection, which requires us to dig under the streetcar tracks. To reduce disruptions to traffic and maintain streetcar operations, we will switch back to working at night during the next two weeks, from 7 PM to 5 AM. Please expect traffic detours and closures near the work area during this time. You can also expect noise from concrete breaking, excavation, and paving equipment.
*Progress Update: Route 70 Ridership and Reliability on the Rise *
Riders board Route 70 on Eastlake Ave E.
"Riders board Route 70 on Eastlake Ave E. "
RapidRide J Line construction is now in full swing, and we’re supporting efficient travel on Route 70. In fact, daily ridership on Route 70 is up 20% from last spring, which is double the systemwide average of 10%. And the route is achieving its on-time performance goals at the best rate in 10 years, even during project construction.
These achievements are happening alongside an increase in stop spacing, which mirrors the future design of the RapidRide J Line. The upcoming line will feature fewer stops to help buses remain on schedule. Route 70's performance during this transition shows how well-planned construction projects and design improvements can provide everyone with a reliable and efficient bus service.
As more people choose transit, we encourage you to keep visiting and supporting your favorite local businesses throughout construction. Your ongoing support helps neighborhood shops and restaurants thrive during this period. So next time you’re riding Route 70, consider stopping by a local café, store, or restaurant – your visit makes a difference!
"Are you a business owner in the University District, Eastlake, or South Lake Union neighborhoods? We’d love to spotlight your business in a future email update! Connect with our team at RapidRide@seattle.gov to learn more about this opportunity."
Online Drop-In Session
*Every Thursday from 2 to 3 PM*, residents and business owners have been actively joining our online open house to connect with the project team and have their questions answered. These sessions have been a fantastic way for the community to engage directly, and we’ve received great feedback about how valuable and accessible they are. Whether you want to share your thoughts, ask questions, or simply listen, we encourage everyone to join us and be part of the conversation. Your input truly makes a difference!
