City of Seattle Winter Weather Preparedness

*Seattle* - The City of Seattle is planning ahead and will be prepared to respond in case of major winter weather events in the coming months. There are no major forecasted events at this time. Check seattle.gov/winter-weather for updates and information.

“City staff and crews are proactively preparing to keep streets accessible, protect public infrastructure, and maintain critical services in the event of snow and freezing conditions this winter,” *said Mayor Bruce Harrell.* “I encourage all Seattle residents to monitor updates through AlertSeattle [ https://seattle.gov/alert?utm_medium=email&utm_source=govdelivery ], practice weather safety, and look out for your neighbors and loved ones when severe weather occurs.”

Winter weather events may cause delays in local services or temporary closures and reduction of hours.

*Indoor Spaces *

Public-facing city facilities, including libraries [ https://www.spl.org/?utm_medium=email&utm_source=govdelivery ] and community centers [ https://www.seattle.gov/parks?utm_medium=email&utm_source=govdelivery ], are generally open and available during their regular business hours. In the event of extreme cold or extended power outages they can serve as a space to stay warm and charge devices.


* *Overnight Shelter*: The King County Regional Homelessness Authority manages shelters for people experiencing unsheltered homelessness. *Infrastructure*


* *Transportation: *In the event of snow, SDOT has plows ready to go to clear major arterials and key routes. Limit travel as much as possible during snow and ice events, and whenever possible take transit instead of driving.

* If you are taking transit, check for service impacts before heading out. King County Metro may operate on the Emergency Snow Network [ https://kingcounty.gov/depts/transportation/metro/alerts-updates/winter.aspx?utm_medium=email&utm_source=govdelivery ] during severe weather, and Sound Transit service changes will be posted on their website. * Please remember that property owners are responsible for clearing snow and ice from adjacent sidewalks. Sprinkle rock salt (or another environmentally friendly product) on your sidewalk, walkways, and curb ramps to prevent ice from forming. * *Power: *City Light crews are prepared to respond around the clock to restore power in case of any outages related to severe weather.
* Call (206) 684-3000 to report an outage.
* If you see a downed power line, call 9-1-1. Do not touch or approach a downed power line, assume all wires are energized and dangerous.

* *Water*: Seattle Public Utilities crews are prepared to respond around the clock in case of burst pipes or service disruptions.
* Protect water pipes from freezing [ https://atyourservice.seattle.gov/2024/01/09/you-and-your-utilities-preparing-for-winter-in-seattle/?utm_medium=email&utm_source=govdelivery ] in exposed or unheated areas (attics, basements, and garages) before a cold weather event by wrapping them with tape and insulating materials from hardware stores.

*Safety Tips*

The best time to start preparing your home for winter weather is before an event occurs. Understanding how to protect your home is key as is having a plan for any family medical needs and furry friends too.  


* *Heaters:* Home heaters are working extra hard with the cold weather, and heating-related fires [ https://fireline.seattle.gov/2022/11/28/heating-fire-safety-tips-for-the-start-of-winter/?utm_medium=email&utm_source=govdelivery ] are the second most common type of fires this time of year. Before a cold weather event occurs, make sure your portable heater is independently tested and has an automatic shut off feature.
* *Cooking:* Never use charcoal grills or portable gas camp stoves indoors.  The fumes are deadly.
* *Fireplaces: *Make sure that chimneys and flues are not blocked. Move flammable materials at least three feet away from a fireplace or wood stove.
* *Food*: Eating spoiled food could make you sick, when in doubt, throw it out. If your power is out for more than 4 hours, throw out perishable food in your refrigerator. If possible, move perishable food to a cooler with icepacks.

* *Vehicles*: Avoid car travel if possible but if essential be sure you have an emergency kit in the car including warm clothes and blanket, chains or other traction devices, full gas tank, antifreeze, and booster cables, snacks and water, sand/shovel, windshield scraper, and flares

*Resident Assistance*


* *Clean Heat Program* [ https://www.seattle.gov/environment/climate-change/buildings-and-energy/seattles-clean-heat-program?utm_medium=email&utm_source=govdelivery ]: which helps homeowners convert oil furnaces to electric. Currently, the City is offering a $2,000 instant rebate for households to switch from oil to heating with clean heat pumps. Moderate-income households can save up to $8,000 through stackable City rebates and a federal tax incentive. Eligible low-income households can transition from gas heating or oil heating to a qualifying electric heat pump at no cost through the Office of Housing [ https://www.seattle.gov/housing/homeowners/weatherization/oil-to-electric-program?utm_medium=email&utm_source=govdelivery ].
* *Utility Discount Program* [ https://seattle.gov/human-services/services-and-programs/utility-discount-program?utm_medium=email&utm_source=govdelivery ]: The City of Seattle can help people who are struggling to pay their electricity, water, and waste utility bills. Eligible households can enroll in the City of Seattle’s Utility Discount Program (UDP), which offers a 60% discount on Seattle City Light bills and a 50% discount on Seattle Public Utilities bills.
* *Tenant Protections*: There are restrictions on the eviction of eligible rental tenants from December 1 - March 1 for income qualified households. * *Resiliency Hubs* [ https://www.seattle.gov/environment/climate-change/climate-justice/green-new-deal/resilience-hubs?utm_medium=email&utm_source=govdelivery ]: These hubs will ensure Seattle’s most-impacted communities are prepared for climate-related emergencies, supporting increased resiliency year-round.
