Kenmore Automated Photo Enforcement to Add Four Cameras November 2025

"Innovative Transportable Camera Program is Designed to Improve Traffic Safety Citywide"

*Kenmore, WA —* Dovetailing on the success of school-zone and red-light safety cameras, Kenmore is expanding its Kenmore Automated Photo Enforcement (KAPE) program to improve safety and reduce speeding in high-risk areas. Four new speed safety cameras will be added to the program in November 2025. However, unlike the current fixed cameras, the new cameras are transportable, providing flexibility to place the cameras where they will have the greatest impact for the safety of drivers, cyclists, and pedestrians.

“The KAPE program has proven to be a vital tool for improving traffic safety in Kenmore,” said City Traffic Engineer Tobin Bennett-Gold. “Using transportable cameras for intermittent enforcement is a new way that we can respond dynamically to high-risk speeding behavior while we continue to invest in other smart solutions to reduce dangerous interactions between vehicles, cyclists, and pedestrians.”

The Kenmore City Council approved the KAPE expansion on June 23, 2025. Starting in November, the four new transportable cameras will rotate between 16 council-approved enforcement locations approximately every 2 to 4 months based on speed data. When a camera is deployed to a location that has not previously had photo enforcement, there will be a one-time 60-day warning period prior to ticketed enforcement. All locations where cameras may be deployed will have photo enforcement signage, and current camera locations and schedules will be available on the City’s website.

KAPE was initially launched in 2023 to include speed safety cameras in two school zones and one red light safety camera at the 61st Avenue & Bothell Way intersection. KAPE has been successful at changing driving behavior: nearly all drivers travel through KAPE areas at or below the speed limit, and pedestrian conflicts at the 61st Avenue intersection have effectively been eliminated. KAPE gives drivers the tools they need to self-correct. Only about 1% of drivers end up receiving a ticket, and nearly 90% of tickets go to regional drivers and not Kenmore residents.

All revenue generated by the KAPE program is reinvested in traffic, pedestrian, and cyclist safety. Use of KAPE funds in 2023 and 2024 included $250,000 for the 73rd Avenue Sidewalks Project to support bicycle and pedestrian safety improvements and $55,000 for school zone safety improvements such as additional school zone flashers and an additional speed feedback sign.
