The RapidRide J Line project will bring significant improvements to the University District, Eastlake, South Lake Union, and Belltown. These enhancements will make it easier to commute, attend classes at the University of Washington, access medical care, or visit local businesses by creating a more efficient and convenient travel experience across these key areas of the city.
Our focus is on modernizing and maintaining reliable transit connections for Seattle’s growing communities. Upgrades will include improvements to roads, sidewalks, curb ramps, lighting, drainage, and traffic signals. Additionally, we will install protected bike lanes and replace the water main on Eastlake Ave E. These enhancements are essential for supporting local businesses, improving access to housing, and fostering vibrant, connected communities.

Bus Stop and University of Washington Pick-Up/Drop Off Relocations
There will be some short-term changes for people accessing the UW Clinic on Roosevelt Way NE. Starting as soon as April 17, passengers will see changes to their pick-up and drop-off areas, bus stop closures, and reduced travel lanes on Roosevelt Ave NE.
You may see crews installing electric cables underneath Roosevelt Way NE near the UW Medical buildings north of NE 42nd St. The work means that the bus stop and UW Shuttle stop at this location will be closed for two weeks.

If you are taking the UW Shuttle, or being dropped off from a vehicle, you will be able drop off on either side of NE 42nd St (see the map above).

Once work is complete on Roosevelt Way NE, the City will reopen the road, and the bus stop and loading areas will be restored.
Harvard Ave E Closure

Starting as soon as April 18, we will close northbound and southbound Harvard Ave E between Eastlake Ave E and E Allison St to install a new water main. This closure will continue over the following weeks. Local access to driveways and residential buildings will still be available during this time. You will also notice that we will reopen Eastlake Ave E and E Allison St to traffic in both directions during this detour. However, there will be no loading zones or parking open on E Allison St. To help assist with traffic, we will be installing a new temporary signal at E Allison St and Eastlake Ave E and will adjust signal timing at E Allison St and Harvard Ave E.

Did you know that there are several other public projects in the RapidRide J Line area? Nighttime Water Outage and Work on Eastlake Ave E
The properties highlighted in red will experience water outages during the night of April 13.

Seattle Public Utilities crews will shut off water supply on the night of April 13 as part of work to replace the 100-year-old water main under Eastlake Ave E. The outage is scheduled to begin at 8 PM and last until 4 AM. It will take place at the south end of Eastlake Avenue E, between E Howe Street and E Nelson Place. The affected properties are marked in red on the map above.
During this time, our team will isolate sections of the old water main to allow our contractor to begin installing the new water main.
Crews will be working at night during water outages. Construction vehicles will be on-site, and crews will saw through pipes, so some noise is expected as we do this work. However, we will complete the most impactful work before 10 PM.

Throughout April, we will temporarily close E Newton St, E Howe St, and E Blaine St between Eastlake Ave E and Franklin Ave E. Each street should expect one weeklong closure so crews can install new catch basins and inlets. During these closures, we will shift traffic to the west side of Eastlake Ave E around the work areas on the east side of the street. Once work is finished, we will temporarily patch the road with asphalt and reopen it for vehicle traffic.
Please note that the dates below are subject to change based on construction progress.

We are upgrading the stormwater system on Fairview Ave N, between Yale Ave N and Valley St. You can expect temporary lane closures and signs directing vehicles around construction zones. We anticipate finishing this work within the next three weeks. Afterward, crews will temporarily patch the road and reopen it for traffic.
Filling Potholes along Eastlake Ave E
When working on a project of this size, we do our best to address public infrastructure concerns in the construction area. Recently, residents have informed us of potholes along Eastlake Ave E, which our crews are actively filling. These small adjustments can significantly improve traffic flow.
