The RapidRide J Line project will bring significant improvements to the University District, Eastlake, South Lake Union, and Belltown. These enhancements will make it easier to commute, attend classes at the University of Washington, access medical care, or visit local businesses by creating a more efficient and convenient travel experience across these key areas of the city.  

Our focus is on modernizing and maintaining reliable transit connections for Seattle’s growing communities. Upgrades will include improvements to roads, sidewalks, curb ramps, lighting, drainage, and traffic signals. Additionally, we will install protected bike lanes and replace the water main on Eastlake Ave E. These enhancements are essential for supporting local businesses, improving access to housing, and fostering vibrant, connected communities.

Installing Electric Cables in the University District 

You will notice short-term work in the road and on sidewalks in the coming weeks as we continue to install new electric wires underground. Traffic will remain open, and you may encounter some detours on the sidewalk. All of this work is happening in various locations south of NE 43rd St, between Roosevelt Ave NE and 11th Ave NE.

Detour on Eastlake Ave N on Saturday, April 5 

Southbound Harvard Ave E is closed between Eastlake Ave E and Franklin Ave E. This closure allows crews to access the utilities beneath the road.  

One lane will remain open for southbound traffic on Eastlake Ave E, and flaggers will safely guide vehicles around the construction.

Our temporary construction detours, combined with a 10K race [ https://www.tenaciousten.com/?utm_medium=email&utm_source=govdelivery ] from 6 a.m. to 11:30 a.m. on Saturday, April 5, will create an unusual situation for northbound drivers trying to reach the block of Eastlake Ave E between E Allison Street and Harvard Ave E. The race route uses Fairview Ave E and the University Bridge, requiring additional turn restrictions from Eastlake Ave E. To access Eastlake Ave E between Harvard Ave E and E Allison St, northbound drivers will need to continue north past the closure and detour using NE 41st St to head back south.  Please see the map above for more information on the detour route.

Upcoming Nighttime Water Outage and Work on Eastlake Ave E

There has been a small change to our plans to shut off water this coming weekend. To reduce impacts to local business owners and residents, we are no longer shutting off water on the night of April 6. We will move forward with our plans for nights of April 7 and April 8.   

SPU crews will shut off the water supply two times in the next few days to replace the existing 100-year-old water main. The outages will occur at the south end of Eastlake Ave E, between E Newton St and E Nelson Pl.    

The first water shut off is scheduled for Monday night, April 7, starting at 10 PM and lasting until 4 AM. During this time, crews will switch the water supply from the current main to a temporary one and transfer water services for fire hydrants. This outage will affect properties between E Newton St and E Nelson Pl, which are marked in red on the map above. SPU's goal is to complete all the planned work by 4 AM. Any remaining work will be completed on April 8.  

On Tuesday, April 8, we’ll complete the transfer of services to the temporary water main from 10 PM to 4 AM. This second outage will impact the same properties highlighted on the map from the previous night, shown in red above. 

Crews will be working at night during all water outages. We will complete the most impactful work before 10 PM. Construction vehicles will be on-site throughout this process, so some noise is expected as we do this work.

When managing a project of this size, we collaborate with SPU to inform properties affected by major water shutoffs. These notifications are sent before the work and include specific time frames. However, we may need to contact you immediately for smaller shutoffs, connections, or emergencies. Please email RapidRide@seattle.gov with the best contact person for your property, along with their contact information. This way, we can ensure you’re informed promptly. Stormwater Work Continues on Eastlake Ave E

We are currently completing stormwater construction on Eastlake Ave E, between E Hamlin Street and E Lynn Street. This part of the project involves installing new catch basins and inlets to improve stormwater management. We expect to finish this work within the next month. Afterward, crews will temporarily patch the road with asphalt and reopen it for vehicle traffic.
