The Controller will plan and direct the accounting operations of the FAM Department, which includes overseeing the operations of the Accounting Office - treasury, procurement, accounting, and payroll.

The City of Bellevue’s Finance and Asset Management (FAM) Department is seeking an experienced Assistant Director to lead and oversee Comptroller functions, including:

* Financial reporting:  ensuring accurate and timely financial reports in accordance with accounting standards and regulatory requirements; producing comprehensive financial statements that reflect the city’s financial position and results of operations
* Internal controls:  establishing and maintaining effective internal control systems to safeguard city assets and ensure compliance with financial policies and procedures; conduct internal audits to identify and address potential financial risks and irregularities
* Cash management:  manage the city’s cash flow, including overseeing the collection and disbursement of funds; recommending investments of funds in accordance with established investment policies to maximize returns while minimizing risk
* Grants and funds management:  integrating grants and other external funding sources into city accounting systems, ensuring compliance with grant requirements; managing special funds, such as capital improvement funds, debt service funds, and enterprise funds
* Compliance and audits:  coordinate external audits and ensure compliance with audit recommendations; address any findings or concerns raised by auditors and assist with implementing corrective actions
* Technology and systems: Lead the management and use of financial management systems and technology to streamline processes and improve efficiency
* Policy development:  participate in the development and updating of financial policies and procedures; provide guidance to other departments on financial matters and compliance with policies
* Procurement: oversee planning and purchasing staff, systems, and strategy to ensure the consistency, cost-effectiveness, efficiency and adequacy of the procurement process. 
The Assistant Director is a member of the Bellevue Financial and Asset Management executive team and co-leads the department in achieving its strategic, operational, and financial goals. This position oversees a biennial operating budget for the Financial Operations value stream and is responsible for ensuring the value stream exercises fiscal stewardship.  Additionally, this position is responsible for financial controls and systems to position the City and its Departments for long-term sustainability, ensuring customers are provided a high level of service, and technology systems and tools are in place to support the successful operations of the City.
 
The Assistant Director collaborates to plan, develop, and implement programs to achieve strategic outcomes. This position contributes to the development of department policies and recommends policy options for departments, city leadership, and city council. Additionally, the Assistant Director oversees the development and implementation of the allocation rates and provides leadership and direction in support of current, capital, and long-range financial plans.
