RapidRide J Line Email Update: October 18, 2024

Hello Neighbors and Business Owners,  

SDOT in partnership with King County Metro are upgrading the route 70 to a RapidRide level of Service. 

We will be sending regular email updates to keep you informed on what to expect near you. Construction updates 

*University District* 

*Location of Utilities* 

Before we continue with major construction, we are making sure we are aware of all utilities below the ground. To do this, we are excavating small holes in various locations throughout the University District. Once utility locations are verified, we will refill the holes. Work at each location should take approximately a day and we will notify nearby businesses and homeowners in advance of the work. 

*Eastlake* 

*Storm Water Upgrades at Fuhrman Ave E and Eastlake Ave E *

The RapidRide J Line project includes a lot of infrastructure upgrades aimed at community improvement, including water main work, enhanced lighting, road replacement, and upgrades to sidewalks, curb ramps, and storm water systems. 

We'll begin some storm water drainage improvements at the intersection of Fuhrman Ave E and Eastlake Ave E. This work will require the closure of some parking spaces and the pedestrian crossings on the east and south sides of the intersection. This work will also require the short-term closure of the bike lane, shifting bikes into general purpose travel lanes.

*Northbound Detour at E Allison St *

People travelling should be aware of route changes during RapidRide J Line construction. During planning and design, we heard from the community that it was important to protect the median trees on Eastlake Ave E near the I-5 ship canal bridge. To protect the trees and give crews enough room to complete their work, northbound Eastlake Ave E drivers and buses will detour around one block using E Allison St and Harvard Ave E. Temporary signal modifications will be installed at the Allison/Harvard intersection to facilitate bus and vehicle traffic using the detour route. 

The current bus stop on Eastlake Ave E will be temporarily relocated to Harvard Ave E during this detour.  

Construction crews will build a new driveway for drivers going to and from the paid parking area beneath I-5 from Harvard Ave E. 

While the detour is in place, crews will replace utilities, resurface the road, and install new protected bike lanes and elements of the RapidRide bus service, such as new bus shelters.

Northbound Eastlake Ave E drivers and buses will detour around one block using E Allison St and Harvard Ave E.

*Construction has started on Eastlake Ave E *

Earlier this week, crews closed all on-street parking between E Lynn St and E Galer St as part of the RapidRide J Line project. Construction crews will be working on utilities beneath the road and will need to shift traffic away from work. At least one lane of traffic will be maintained in each direction through the project. The load zone on Eastlake Ave E just south of E Blaine St will be relocated to E Blaine St. You can review the final design on our project website.  

*What to expect during construction * 


* Typical construction hours are weekdays, 7 AM to 5PM, with occasional weekend and night work 

* Heavy equipment in operation such as concrete saws, concrete breakers, excavators and other trucks 

* Occasional traffic delays while crews set up barriers and other traffic control devices  

*Stormwater work and road closure at E Garfield St *

To allow for storm drainage upgrades, crews have closed E Garfield St and it will remain closed for approximately three weeks. During this period, we are working closely with local business owners to ensure minimal disruption, and we will maintain access to parking areas throughout the construction phase. Once the work at E Garfield St is complete, the stormwater work will move south along Eastlake Ave E to E Galer St and then north to E Lynn St. In the coming weeks we will share more updates about the timing of this work. *South Lake Union* 

*Contractor closed Fairview Ave N parking stalls, vehicle circulation to remain open * 

Earlier this month crews closed the parking stalls on the frontage road that runs parallel with Fairview Ave N between Aloha St and Valley St as part of the RapidRide J Line project. The current southbound lane of the frontage road will remain open to traffic during construction. Contractors will use the parking area for staging construction equipment and materials. This area will eventually be part of the project to widen the road to accommodate an additional lane for buses and a mixed-use pathway. You can review the final design on our project website

*Project background* 

The RapidRide J Line upgrades King County Metro’s Route 70 with an improved RapidRide level of service. The project will enhance bus speed, access, reliability, and station amenities. It will also install protected bike lanes, a new watermain and paving on Eastlake Ave E, and bring many more upgrades as it connects Downtown Seattle with the neighborhoods of Belltown, South Lake Union, Eastlake, and the University District.
