Urban Black Community Development [ https://www.urbanblackllc.com/?utm_medium=email&utm_source=govdelivery ] recently completed their acquisition of the historic Sanctuary Building in West Seattle for the future home of the Washington State Black Legacy Institute! EDI contributed $1,751,900 toward the acquisition, which closed on November 26.

Hillman City Partners — comprised of SEED, Black and Tan Hall, and Multicultural Community Coalition, successfully purchased a mixed-use building in the Hillman City Neighborhood of Seattle. The acquisition will preserve existing small businesses as well as create new affordable arts and cultural space on the upper floor.

Northgate Regional Center Plan Community Survey

The Northgate Regional Center Plan will establish a 20-year vision for Northgate and addresses land use and development patterns, housing needs, the local economy, the environment, transportation connections, and access to public services.

Office to Residential Update

Sales Tax Deferral for Conversions of Underutilized Commercial Space to Housing 

Our 2023 Office to Residential Call for Ideas informed several policy and code changes to encourage conversions. In December 2024 Mayor Harrell proposed to defer the 10.3% sales and use tax on the construction costs of converting commercial space to housing. To qualify, the developer is required to provide 10% of the new housing units as affordable for households with incomes at or below 80% of Area Median Income (AMI). If the units are kept affordable for 10 years the deferred sales and use taxes do not need to be repaid.  This tax deferral is authorized by the State of Washington under RCW 82.50 [ https://app.leg.wa.gov/RCW/default.aspx?cite=82.59&utm_medium=email&utm_source=govdelivery ].
