Request for Feedback – Cedar River Capital Investment Strategy Update

Cedar River Council subscribers,

My name is Monica Walker, and I serve as the Cedar River Basin Planner with King County’s Water and Land Resources Division. King County, as service provider to the King County Flood Control District, is seeking your feedback on the Cedar River Capital Investment Strategy (CIS) update. I’m reaching out to introduce myself and to share an opportunity for your organization to engage in this effort.

The purpose of this effort is to *reevaluate and reprioritize the approved Cedar River CIS* and identify *new projects and programmatic actions* that reduce flood risk, strengthen community flood resilience, and achieve multi-benefit outcomes. For more details about the project, check out the Engagement Hub [ https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fpublicinput.com%2Fcedar-river-cis-fl&data=05%7C02%7CNathan.Brown%40kingcounty.gov%7C429294b48089491a159208de26d381e1%7Cbae5059a76f049d7999672dfe95d69c7%7C0%7C0%7C638990887031343738%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=JVk5KfFJiaVk%2BqC3bW81cHptVlV%2B8PeNDQwyva55MZw%3D&reserved=0 ] at www.publicinput.com/cedar-river-cis [ https://gcc02.safelinks.protection.outlook.com/?url=http%3A%2F%2Fwww.publicinput.com%2Fcedar-river-cis&data=05%7C02%7CNathan.Brown%40kingcounty.gov%7C429294b48089491a159208de26d381e1%7Cbae5059a76f049d7999672dfe95d69c7%7C0%7C0%7C638990887031369634%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=o6evjaagHEvgCijqr36CVZxGaEsJCj147fFZU%2B8Pz6w%3D&reserved=0 ].

Integrated floodplain management is a collaborative approach that enhances the resiliency of floodplains for both *human communities and ecosystem health*, while supporting regional values such as clean water, salmon and orca recovery, agriculture, a vibrant economy, and outdoor recreation.

flood cis 2025

Flooding and channel migration hazards have long existed in the Cedar River corridor, and their impacts extend beyond flood risk to affect interconnected community interests—including *equity and social justice, recreation, opportunities for people to connect with nature along the Cedar River Trail, and habitat protection and salmon recovery*. The Cedar River supports the *largest number of natural-origin Chinook salmon in the Lake Washington/Cedar/Sammamish (WRIA 8) watershed* and is recognized as the *highest-priority spawning and rearing area for Chinook*.

The Cedar River CIS update provides an opportunity to:

* Ensure that approved projects and programs reflect current Flood Control District policies and priorities.
* Incorporate *new technical studies, data, and guidance* developed since the original plan was adopted; and
* *Integrate community and Tribal perspectives* on values and benefits to guide future project selection and prioritization.

We greatly value your partnership and input in this process. Specifically, we are seeking input on your priorities for the Cedar River that may inform the CIS. We appreciate you forwarding this on to others as appropriate.

Please share your feedback by *December 15, 2025 *by replying to this email. If you prefer, we would be happy to arrange a short meeting to discuss your input in more detail.

Thank you for your continued collaboration and support in advancing flood risk reduction, community resilience, and habitat recovery along the Cedar River.

With care,

Monica Walker
