RapidRide J Line banner
The RapidRide J Line project will bring significant improvements to the University District, Eastlake, South Lake Union, and Belltown neighborhoods. These enhancements will make it easier to commute, attend classes at the University of Washington, access medical care, or visit local businesses by creating a more efficient and convenient travel experience across these key areas of the city.
Our focus is on modernizing and maintaining reliable transit connections for Seattle’s growing communities. We will improve roads, sidewalks, curb ramps, lighting, drainage, and traffic signals. Additionally, we will install protected bike lanes and replace the watermain on Eastlake Ave E. These enhancements are essential for supporting local businesses, improving access to housing, and fostering vibrant, connected communities.

* U District Drainage Work on Eastlake Ave NE and NE 41st St
* Stormwater Drainage Work Progressing North on Eastlake Ave E
U District Water Main Work and Water Shut Off
As we reconstruct the street for the RapidRide J Line project, Seattle Public Utilities (SPU) is taking the opportunity to replace the aging water main. Crews will begin water main work in the U District on January 8. This work will take place on 11th Ave NE between NE 42nd St and NE 45th St.
During the water main work, there will be temporary water shut offs to connect customers to both temporary and new water mains. An upcoming shut off is scheduled for January 8, from 9 AM to approximately 3 PM. Please refer to the map below for more information about the affected area.
For more details about planned water shut offs during construction, please check our Frequently Asked Questions. [ https://www.seattle.gov/documents/Departments/SDOT/TransitProgram/RapidRide/Roosevelt/Water%20Main%20FAQs.pdf?utm_medium=email&utm_source=govdelivery ]
*Discolored water after an outage *
Water outages can sometimes disturb the direction or flow of water in the City's drinking water system. When this happens, customers in or near the outage area may experience temporary discolored water. Discolored water comes from internal pipe rust and sediment getting stirred up when the water is turned on after an outage. The water should clear on its own.
For more information on discolored water after water service is resumed, please visit SPU’s Water Outages webpage [ https://seattle.gov/utilities/neighborhood-projects/water-outages?utm_medium=email&utm_source=govdelivery ].

U District Drainage Work
Drainage work continues in the U District at Eastlake Ave NE and NE 41st St beginning the week of January 6. Crews are currently upgrading drainage inlets. As a result, please be prepared for detours while walking, riding bikes, or using scooters. Additionally, there may be some noise and vibrations during this period. Rest assured that once the work is complete, all detours will be removed, and any closed lanes will be patched up and reopened. Thank you for your patience and understanding during this construction project.
Stormwater Work Progressing North on Eastlake Ave E
In areas where stormwater drainage work is complete on Eastlake Ave E, crews have installed temporary pavement for traffic to use the west side of the road. This allows crews to shift traffic and access the rest of the road for the future watermain replacement. Stormwater work will progress northbound to E Lynn St in the coming weeks. Completion of the stormwater work at E Lynn St will conclude the mainline stormwater work, and we will then shift our focus towards the installation of inlets and connections to the main line.
As stormwater work moves north, so do parking closures. We have placed no parking signs on Eastlake Ave E between E Boston St and E Lynn St. Keeping parked cars off the road makes it easier for crews to complete drainage work, and shift traffic lanes safely around work zones. Load zones in no-parking areas are shifted to the nearest side street.
