Lucash WCMA President
Stephanie Lucash, Kenmore's Deputy City Manager and President of the Washington City/County Management Association

Kenmore's Deputy City Manager Lucash Named WCMA President, Receives State-Wide Award for Excellence
*KENMORE, Wash.* – At the Washington City/County Management Association (WCMA) conference last month, Kenmore’s Deputy City Manager, Stephanie Lucash, was installed as the association’s president. Elected by her peers across the state, Stephanie Lucash will serve as WCMA’s president for the next year. Ms. Lucash was elected to the WCMA board of directors in 2019. She previously served as WCMA’s Vice President for 2021-22, and as its Incoming President for 2022-23.
As WCMA president, Ms. Lucash will lead the organization’s efforts to support the professional development of, and collaboration between, city and county managers and administrators, assistant and deputy city and county managers, and other local government leaders from across the state. She has been a WCMA member for 20 years and is the sixth woman to hold the president role since the WCMA was founded in 1960.
“It is an incredible honor to serve as this year’s WCMA president and also to represent the City of Kenmore,” said Ms. Lucash. “I am excited about the opportunity to make a statewide impact and to help support WCMA members as they deliver critical services in their communities. As president, I will be focused on growing WCMA membership, financial sustainability, continuing to support the Northwest Women’s Leadership Academy, and fostering new university and sponsor partnerships. I look forward to working with the board on these and many other important initiatives and know that together we will make this an outstanding year.”
As WCMA president, Ms. Lucash will have a voting seat on the Association of Washington Cities board of directors for the next two years. Ms. Lucash will also represent Washington State at the national level through the International City/County Management Association.
“We are thrilled that Ms. Lucash is representing Kenmore in this way,” said Mayor Nigel Herbig. “She is a champion for growing and developing not only her profession, but everyone around her. The state will definitely benefit from her energy and ideas that she will bring to the table."
*State-Wide Award for Excellence*
In addition to becoming the WCMA president, the WCMA also recognized Ms. Lucash with the Outstanding Assistant Award. This award recognizes outstanding achievement and exemplary work by a local government professional who provides valued assistance to a chief local government administrator/manager and who has made significant contributions toward excellence in leadership.
The Outstanding Assistant Award specifically recognizes Ms. Lucash for her “. . . ability to see an opportunity and seize it, and the ability to bring teams together to accomplish amazing things.” Ms. Lucash’s work on the proposed Plymouth housing development and the public engagement leading up to and execution of the federal American Rescue Plan Act programs are examples of these abilities.
“I am honored to be able to work with Ms. Lucash,” City Manager Rob Karlinsey said. “I admire her leadership and drive for impact. The spark in her eye for public service is contagious, and our organization is excited about the work she is leading. She is very deserving of this award.”
*About WCMA: *The primary goal of the Washington City/County Management Association is to increase the knowledge, proficiency, quality and professionalism of local government management by providing education, information, and support services to members and their agencies. WCMA encourages the development of professional relationships and facilitates the exchange of ideas and information among members. WCMA also actively assists the Association of Washington Cities in its programing, legislative efforts, and support role to local government.
