The Centralized Procurement & Payables section in the Finance & Business Operations Division has a new opportunity for a *Procurement Operations Manager.*

This role will be essential in reshaping how public procurement is viewed in an organization that is the 11th largest county in the U.S. by population yet ranks only 15th in total spending. The individual will be chartered with operationalizing the vision of the Chief Procurement Officer. Improving the customer and supplier experience while generating efficiencies that allow for an economy of scale that demonstrate our fiduciary responsibility entrusted to us by the citizens of King County.
 
The diversity of our centralized procurement team is driven by the variety of services King County agencies deliver to our citizens. Core to our charter is to help them successfully deliver those services.  This currently involves $4 Billion dollars annually and is estimated to continue growing as King County invests in capital improvements in the future.
 
The *Procurement Operations Manager* will be responsible for helping the Chief Procurement Officer transform their vision into reality through creating, guiding, and mentoring the procurement teams focused on Goods & Services, Construction and Architecture/Engineering and Professional Services.
 
This will require implementing strategic goals related to identified initiatives and being able to guide the team from ideation, through initiative creation, with the potential result being a stable program structure with metrics and reporting.
 
Change management will be a large component of this individual’s responsibility. This means understanding workforce management, performance measures, policies, best practices, and initiatives related to the procurement of Goods & Services, Construction and Architecture/Engineering and Professional Services.

Our Goods and Services staff is responsible for procuring materials, supplies, equipment, and services in support of King County's operational needs.

*Scope of Job Duties:* In relation to the purchasing of Goods & Services, Construction and Architecture/Engineering and Professional Services:

* Ensure delivery quality standards are met.
* Ensure that processes are well documented, clear, and transparent.
* Handle operational escalations from supervisors and customers.
* Champion constantly improving the customer/supplier experience.
* Build and maintain a Return on Investment (ROI) model for recommended operational changes and improvements.
* Guide the supervisors through the necessary cultural change management steps to implement the vision of the Chief Procurement Officer.
* Be the representative of the Chief Procurement Officer’s vision in operational matters related to the purchasing of Goods & Services, Construction and Architecture/Engineering and Professional Services.

*Key Responsibilities:*

* *Operational Oversight:*
* Manage daily operations across multiple work units ensuring all operations are carried out in an efficient and consistent manner and meet promised service level agreements. Address any issues or discrepancies in the production or service delivery process.
* Analyze data to identify trends, inefficiencies, and areas for improvement.
* Identify and then standardize the necessary reports on operational performance, including key metrics and KPIs.
* Ensure all operations meet the quality standards.
* Ensure that customer service standards are maintained or exceeded, address customer complaints and issues promptly and effectively.
* Manage and allocate resources effectively to meet operational goals.
* Assist CPO in the creation of operational budgets through identification of incremental, and justifiable, staffing adjustments.

* *Leadership:*
* Model the way for others, especially involving everyday actions and behaviors that are consistent with King County values.
* Lead, mentor, and develop supervisors and team members.
* Motivate and guide team members to exceed performance expectations.
* Manage performance by providing constant constructive performance feedback.

* *Process Improvement:*
* Identify areas for process improvements to enhance operational efficiency and productivity.
* Analyze data to identify time saving opportunities.
* Implement best practices and streamline processes to reduce process time and increase efficiency.
* Collaborate with other departments to ensure seamless integration of new processes.

 
*Minimum Qualifications:*

* *Experience as a people leader in a multi-faceted organization *including building cohesive teams and working collaboratively at all levels in a hybrid/virtual environment.  
* *Experience managing daily operations* across multiple work units for a large operational department/division/agency. 
* Experience with data analysis and reporting metrics. 
* Experience identifying, analyzing, and implementing process improvement projects.
* The ability to effectively have “Crucial Conversations” with staff. 
* Strong communication, interpersonal, writing and customer service skills. 
* Intermediate level of technology proficiency using MS Office Productivity tools in your daily work 
* Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
* Ability to work with people from diverse backgrounds.

*Position Information:*

* *Work Site Details: *The work associated with this position will be hybrid/remote as required by business needs.
* *Location Requirement: *Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
* *Work Schedule: *This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday. 
* *Union Representation:* This position is not represented.
Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work, remain available and responsive during scheduled work hours, and follow FBOD’s Hybrid and Remote Guidelines including on-camera participation during virtual video meetings. King County has a robust collection of tools and resources to support working remotely.
